Recall our phone conversation of about a month ago.

You need to find the local NMRA people and get this sort of thing judged.  There are judges out there that will not hold you responsible for the fact that this might have started out as a kit.  I would argue that craftsman kits are still just sticks in a box.  It takes a true modeler (hence the name craftsman)  to bring those sticks into the sort of stuff that you have shown us here on this thread.

This could be judged in two areas: either as a structure and as a diorama for the scenery certificate.  The scenicing certificate requires 32 square feet in HO but that does not need to be 32 contiguous feet.  Multiple dioramas may be used to count up. 

Often a modeler with a large railroad will not just turn the judges loose on the entire pike as it may not all be completed.  It is not uncommon to section out the railroad in this area and that to be judged.  From there the judges are required to only view those areas and not allow an unfinished area to distract from a completed section.

If you choose to have it judged as a structure but the structure is part of a multiple structure diorama, you may choose to have each structure judged individually and count toward the eight structure requirement.

Further note: you can have a diorama judged for its structures and also judged for the scenery parts of that certificate.
