Your quality of workmanship continues to amaze me.  The layout looks fantastic.

As to OSHA - it don't exist in your time frame.  So one just has to figure out what your legal beagles would want to do to minimize lawsuits.

For the tank's dike.  You ain't got the room for one.  Current codes (NFPA) require, in your case, for the dike to hold the tanks largest volume of flammable material.  I have no clue as to when diking became a thing, but I doubt there was in your time frame.  So I guess do what ever suits your eye and not to meet any code or regulation.  Of course, with a dike, you may need to provide a fixed ladder for your little people up and over the dike wall.  There is a need to provide for a valved outlet to drain all the rainwater out of the enclosure that will accumulate over the course of a year.

I'm not sure what the volume formula is and I know I don't have the room for the proper one anyway. This was long prior to OSHA sticking their noses in every ones business.

I think the purpose of the retaining wall is to stop the flow of overflows or slow leaks; however, I'm only guessing here.

Thank for the comments and the compliment.

The color difference is due slightly to fading but I didn't use a lot of green in this area the first time around. Also, I must admit the bright green colors are due to me getting lazy and hitting the "auto adjust colors" button on the photo program. Even thought this layout is always late spring early summer, the colors on the layout aren't actually as green as they appear on the forum.

Reference the tank thing, I think it looks better without the dike wall anyway. A spill is a spill and if it happens, I'll just torch it off. I'm very good at starting fires. 8)

So, there will be no dike wall on this tank.

Ha, great question. No firetrucks in this lot. I do have a few for the layout but none from Raymo.

Here we see a Raymo 10 wheel semi on the bridge over the Suwannee River.
